Côte d’Ivoire is strengthening the digitalisation of its public administration with the wider deployment of electronic signatures, a move aimed at cutting paperwork and speeding up administrative processes.
On Tuesday, September 15, 2026, the Directorate for the Modernisation of Administrative Organisation (DMOA), operating under the Ministry of the Civil Service and Modernisation of the Administration, registered two senior officials from the Marcory municipality in the electronic signature system.
The officials enrolled were Aby Raoul, mayor of Marcory, and Léon Gbétry Kouassi, the municipality’s secretary-general.
The registration exercise took place at Marcory Town Hall in Zone 4, where a DMOA delegation led by its first manager, Bessin Antoine, completed the enrolment.
The electronic signature system will allow the two officials to process and sign administrative documents digitally.
The DMOA said the technology enables authorised officials to initial administrative documents irrespective of their physical location. It is intended to improve the speed and efficiency of administrative procedures while reducing reliance on paper-based documents.
The deployment is part of Côte d’Ivoire’s wider digital transformation programme, which includes the objective of achieving a “Paperless Administration” by 2030.
After the enrolment, Mayor Aby Raoul welcomed the implementation of the system and expressed satisfaction with Marcory’s inclusion in the electronic signature programme.
The initiative also has the backing of the General Directorate for Decentralization and Local Development (DGDDL) and the National Agency for Information Systems Security (ANSSI). ANSSI representatives were present during the exercise to validate the enrolments.
The DMOA said the ongoing rollout of electronic signatures is part of broader efforts to modernise public administration and improve the digital management of government procedures.
