The Business Infrastructure Support Programme (BISP) in South Africa is designed to strengthen micro, small and medium enterprises (MSMEs) by providing access to business infrastructure, equipment, technology and energy solutions.

The initiative seeks to help businesses increase productivity, improve sustainability and expand their access to markets, with particular attention to enterprises operating in underserved communities.

Eligible applicants can seek support across three major areas. Funding for built or refurbished infrastructure ranges from R1 million to R23 million and may cover projects such as MSME hubs, industrial parks and market stalls.

Support for equipment, tools, technology and machinery is available from R1 million to R5 million, while energy support solutions range from R1 million to R10 million.

The programme is open to a range of applicants, including municipalities, municipal and provincial entities, traditional authorities, registered legal entities such as cooperatives and private companies, as well as informal traders.

Micro and small enterprises may also apply, provided they meet the programme’s specified turnover requirements. Eligible applicants are identified under the programme as including Africans & Diaspora.

Applicants may be required to provide several supporting documents as part of the application process. These can include financial statements or management accounts, where applicable, along with relevant compliance documentation and permits.

Other requirements may include supplier compliance documentation, technical designs and detailed cost breakdowns, as well as relevant approvals for proposed infrastructure projects.
