The Federal Government of Nigeria has opened applications for the Nigeria Public Procurement Certification Programme (NPPCP), a digital training initiative designed to equip individuals and businesses with knowledge of government procurement processes and public contract bidding.
Implemented under the World Bank-backed Sustainable Procurement, Environmental and Social Standards Enhancement (SPESSE) project, the programme aims to strengthen procurement capacity, improve access to relevant information and promote professional standards across Nigeria.
The initiative particularly targets challenges faced by Nigerian nano, micro, small and medium enterprises (NMSMEs), including limited access to procurement information, complicated bidding procedures and extensive documentation requirements.
Public procurement offers businesses opportunities to supply goods and services to government institutions. However, smaller enterprises may find it difficult to identify suitable tenders, prepare compliant bids and meet contractual obligations without adequate knowledge of the process.
The NPPCP seeks to address these gaps by providing learning resources to help participants understand government procurement procedures and prepare for contracting opportunities.
Through the programme, participants can learn how to identify public procurement opportunities, prepare competitive bids, follow bidding procedures and meet documentation requirements. The training also covers public contract obligations, performance standards and recognised procurement principles and practices.
The online learning platform features interactive modules, quizzes and worked examples to support participants in developing practical procurement knowledge. Its resources are accessible through smartphones, tablets and computers.
Certification opportunities
Participants who meet the applicable training requirements may receive certificates through the programme.
The platform also functions as a registry for procurement professionals, enabling users to explore available certifications and understand the prerequisites for different certification levels.
However, examination requirements, certification fees and completion timelines may differ depending on the selected pathway. Applicants are advised to verify these details through the official platform before registering or pursuing a certification.
Who can apply?
The programme is intended for individuals and businesses seeking to understand public procurement processes and improve their procurement-related skills.
Eligible audiences include Nigerian MSME owners interested in government contracts and preparing competitive bids, as well as public sector employees seeking to strengthen their procurement knowledge.
Private sector professionals working in procurement-related roles or businesses supplying goods and services can also benefit from the training.
Unemployed individuals interested in acquiring procurement skills are among the intended participants. Members of civil society organisations and international organisations who want to understand procurement processes and standards may also apply.
According to the available programme announcement, eligible participants may be based in Nigeria or abroad. Applicants should consult the official portal to confirm any additional eligibility conditions, registration procedures and certification requirements.
Is the training free?
The NPPCP is described as a free training programme in the available announcement. However, prospective participants should confirm whether separate charges apply to particular examinations, assessments or certification pathways.
The initiative provides procurement training and certification opportunities; it does not offer cash grants or business loans.
How to apply
Interested individuals and businesses can register online through the official Nigeria Public Procurement Certification Programme portal.
Applicants can access the registration page at https://lms.nppcp.ng/msme-registration and review the relevant requirements before completing their registration.
