The Borno State Government has approved the immediate implementation of promotion-related salary benefits and the payment of leave grants to eligible civil servants across the state.
Governor Babagana Umara Zulum gave approval for the measures after meeting behind closed doors with leaders of the Nigeria Labour Congress (NLC), Trade Union Congress (TUC) and National Union of Local Government Employees (NULGE).
The meeting took place at the Government House in Maiduguri on Monday, August 17, 2026.
The decision followed a proposal from the Directorate of Establishment in the Office of the Head of Service. The submission examined how the national minimum wage policy was being implemented across the various levels of Borno State’s public service and outlined recommendations aimed at resolving outstanding salary-related matters.
After discussions with representatives of the organised labour groups, Zulum approved the recommendations. The state government said the measures were part of its efforts to achieve an efficient and sustainable implementation of the wage reform.
Under the new approval, civil servants across Borno State are to receive promotion-related salary benefits immediately for the 2023/2024 and 2024/2025 sessions.
The government has also authorised the immediate payment of leave grants to all eligible civil servants for the 2025 session.
Another aspect of the approval concerns workers in the secondary and tertiary education sectors. The government has authorised an additional review of salary arrears owed to employees in those sectors, with implementation expected to begin in September 2026.
Governor Zulum has also established a task force to examine the salary structure and gratuity scheme applicable to local government workers.
The Commissioner for Local Government and Emirate Affairs, Hon. Sugun Mai Mele, will chair the task force.
Its responsibilities include reviewing the proposed new salary scale and gratuity arrangements for local government employees before presenting its recommendations to the Borno State Government.
The measures come against the backdrop of ongoing adjustments by state governments across Nigeria to their payroll systems following the implementation of the new national minimum wage.
For civil servants in Borno, the approvals address outstanding promotion-related benefits, leave grants and salary arrears, while the government moves towards a wider assessment of remuneration for local government employees.
